12 March 2010 - Low Volume Categories publication on Monday
The Low Volume Categories Invitaton to Tender was due to be publised today.  However, we have experienced a small delay in finalising the tender documents and will now publish the tender on Monday 15th March.  We apologise for this delay.

12 March 2010 - Housing Possession Court Duty Scheme Procurement Plan
We have today published the Housing Possession Court Duty Scheme (HPCDS) Procurement Plan.  The procurement plan is not part of the formal tender documentation. This will be published when the HPCDS tender process opens in the summer.  The plan is available on the Social Welfare Law and Family (including Family Mediation) page.

10 March 2010 - Clarification of PQQ closing date
An automated email was sent out from the eTendering system this morning (10 March 2010) to all Applicant Organisations informing them of the next deadline for submitting a response to the Pre-Qualification Questionnaire (PQQ). 

If you received this email, we would like to clarify that this deadline refers only to the Crime invitation to tender.  The Crime invitation to tender closes at 4pm on Friday 12 March 2010. 

The current PQQ (PQQ_7) is applicable to all civil and the crime invitations to tender for 2010 Contracts. However, the PQQ overview page will always show the deadline for the next invitation to tender to close – which at this moment is Crime.

As set out in the applicable Information for Applicants, the deadlines for PQQs submitted in accordance with a response to civil invitations to tender are as follows:

4 March 2010- Social Welfare Law and Family Postcode Tool and Procurement Area Maps
We have today published a Postcode Tool to enable Applicant Organisations to see which Procurement Area and Access Point a particular postcode is located in, so they can consider where they should be bidding. We have also published maps of the SWL and Family Procurement Areas which give more detail on the location of Access Points. The tool and the maps are available on the Social Welfare Law and Family (including Family Mediation) tendering page.

3 March 2010- Immigration tender assessment update
The timetable in the Information for Applicants for Immigration services in England and Wales stated that Applicant Organisations would be notified by 26th February if they had been unsuccessful following assessment of the PQQ and Essential Criteria.  The assessment of tenders has taken longer than anticipated and subsequently we will notify those Applicant Organisations that have failed the PQQ and/or the essential criteria by 5 March. Notification will be sent via the e-Tendering message system.

Notices re Current Tenders

10 March 2010 - Notice to Applicant Organisations responding to the Family Mediation Invitation to Tender
We have published a Notice to to correct error in the Tender Information Form . The notice can be downloaded from the Documents panel on the right hand side of this page.

8 - 10 March 2010- Information about claiming Payments on Account  -  Civil Invitations to Tender
Information in the IFAs about claiming payments on account for Licensed Work conflicted with the Civil Specification.  We have issued notices for ITTs currently open to amend the applicable IFAs. The Civil Specification confirms that in relation to Licensed Work:

"You have a general right to claim payments on account for disbursements.
In relation to profit costs, you may (3 months after a certificate is granted) apply to us twice in any 12-month period for a payment on account of up to 75% of profit costs incurred.   For Licensed Work covered by Standard Fees payments on account may be limited to 75% of the fee but see paragraphs 6.22 to 6.33 of the Civil Specification general provisions and 7.23 to 7.27 of the Family Specification for full details."

We have published a Notice to say that version 2 of the Tender Forms have been published on the eTendering website to facilitate the correction made in relation to consortium arrangements (5 March).

5 March 2010- Notice to Applicant Organisations responding to Social Welfare Law and Family Invitations To Tender
We have published a Notice to to correct an error in the Information for Applicants in relation to consortium arrangements. This change only affects those who are considering submitting tenders as part of a consortium. The notice and the new version of the Information for Applicants can be downloaded from the Documents panel on the right hand side of this page.

We have published a Notice to to correct errors we have made changes to the Matter Start details contained in the ITT overview and to advise on amendments to the Information for Applicants. The notice can be downloaded from the Documents panel on the right hand side of this page.

16 February 2010- Notice to amend Tender Information Form
We have published a Notice to correct an error in the Tender Information Form for use by organisations responding to our invitation to tender to deliver publicly funded Mental Health Services in High Security Hospitals in England.  The notice can be downloaded from the Documents panel on the right hand side of this page.

Introduction to 2010 Contracts

The current Unified Contract (Civil) will now expire on 13 October 2010.

In order to start work in any civil category from 14 October 2010 organisations need to have successfully bid for a new contract (the 2010 Standard Civil Contract).

Final policy for the 2010 contracts was published (following consultation) on 30 Jun 09. This policy sets out what services we will invite tenders for and how the process will work.

FAQ Documents- current Invitations to Tender

FAQ Documents for current ITTs are available in the Documents section on the right of this page.

Questions on all ITTs must be submitted using the online secure messaging tool within the eTendering System (see Section 9 of the IFA documents for more detail about eTendering). This tool will be available when the ITT opens. Please see the summary table above for closing dates for receipt of questions.

Questions that we consider to be of wider interest will be collated and answered centrally in writing to ensure that all interested parties have equal access to information in the answers. These questions and answers will be published regularly in Frequently Asked Questions (FAQ) documents.

eTendering

All tenders for new contracts must be submitted through the LSC's secure eTendering system. The eTendering site can be accessed through the eTendering portal. If it is your first visit to the site, you will need to register your organisation’s details to be able to use the system – you will be provided with a username and password.

When the tender process opens, you should also read all tender documents carefully, taking note of all deadlines. The tender documents will be published on our eTendering portal.

Procurement Plans- background information on Procurement

To give applicants an early indication of our contract requirements we published procurement plans for each area of the country. In January- February 2010 we updated the procurement plans to reflect more recent data on work carried out in these categories of law, and budget decisions for 2010-11. These procurement plans are not part of the formal tender documentation. This will be published when the tender process opens.
