The new scheme is designed to replace the VHCC Panel scheme established in January 2008.

In particular, each scheme proposal would need to deliver savings of the same magnitude as the 2007/08 Panel tendering exercise.  The proposals for advocates will include:

• A benchmarking option
• Maintaining the current scheme
• Extending the Advocate Graduated Fee Scheme

The proposals for litigators will include: -

• Maintaining the current scheme
• Extending the Litigator Graduated Fee Scheme

The consultation closes in January 2010.
