Who has complex means?
A small number of applicants may have complex financial circumstances, such as:
- the self-employed
- those in a business partnership
- company directors
- those in the armed forces
- people subject to a restraint or freezing order.
How do people with complex means apply?
Your client will be subject to the same rules as outlined in Means testing in the courts.
Her Majesty’s Courts Service (HMCS) must refer complex cases to the LSC’s National Courts Team (NCT).
NCT liaises with solicitors and HMCS if they require further information. They will notify them of the development and final decision.

Annex 6 of the CLAM tells you which NCT your client's application has been refered to.
The applicant must also pass the Interests of Justice test to qualify for legal aid.
