Access to Justice Act 1999 (Commencement No. 3, and Transitional Provisions and Savings) Order 2000. ‘The Commencement Order’ By virtue of this Order the provisions of the 1999 Act relating to the LSC and the Community Legal Service took effect on 1 April 2000
